I tried to check all my mods on the Nexus to see if I had to do anything special with an .ini file or something, but I didn't see anything that mentioned snow, roads, or snowy roads in particular, except for SSE Parallax Shader Fix, which mentions disabling "bEnableImprovedSnow." Seems like that did nothing though.
