Sloan BU100505-K Flushmate Upper Supply Kit

Sloan Flushmate continuously filling. I know my way around normal toilets, but this one at my work is driving my boss crazy. Already replaced the cartridge, still have the issue. Water pressure into the tank is good, air intake is not clogged. Any help is appreciated.
